Similar to what I was going to offer.
"Day forward" scanning/imaging of bates numbered content on checkout,
stored in an ERMS, to check contents against on return and where deemed
necessary, re-generate paper copies to place in files.
Obviously, SOMEONE has to bear the cost, so you'd have to determine
cost/benefit of the effort, and it will delay providing content to
requesters.
And if you have 'charge out' cards, if something goes missing while out,
it's easier to point a finger at who may be at fault.
