Setting business owner for the registries are where I encountered the issue.  While most folks here agree IT is not the ones to be applying retention and privacy requirements, most also believe RM should be doing it.  Like I said - no one wants to be responsible for doing anything with or to the data other than what they set up access to the data for in the first place.
