I’m trying to find out if any educational organization in California has received permission from the State to digitally scan these records (either from hard copies or from microfilm).

To the best of my knowledge, California state law only allows duplicating such hard copies to microfilm or other photographic media, but I’d be delighted to learn otherwise.  If you’re aware of a California regulation (or other legal citation or precedent) that enables permanent retention of “mandatory permanent pupil records” in digital format, I’d love to hear about it.

FYI, it does appear that there’s currently a bill in the California Assembly (AB-1584) that, if passed and approved, will allow school districts to contract with 3rd parties to store and make available pupil records (subject to appropriate controls), but that’s all that I’m aware of on this topic.
