A BIG factor not listed is the amount of potential "walk-in" traffic for both the conference and exposition...With over a Million people within metropolitan NYC and vicinity, the potential walk-in attendees would be great for all the reasons you mentioned.
Afterall, ARMA conferences are seen as "revenue generators", so the more exhibitors and walk-ins, the greater the revenue.
