Hi Katy, welcome!  I don't work in any level of government.  However I do teach RIM part-time for Emporia State University.  I have noticed that you can often find requirements for municipalities and counties on your state's Web. I did a quick search and this link should get you started and provide the guidance you need.  https://www.colorado.gov/pacific/archives/county-records-management
