ep. Robin Weisz, R-Hurdsfield, said HB1051 would require colleges and
universities under State Board of Higher Education control to utilize a
system-wide email system. It would also require an email retention policy
for the board and its institutions to be implemented.

Retention of emails would be for at least five years in HB1051. Weisz,
chairman of the interim IT Committee, said the policy would be useful to
avoid issues in responding to open-records requests.

"The problems of our economy have occurred not as an outgrowth of
laissez-faire, unbridled competition.
They have occurred under the guidance of federal agencies, and under the
umbrella of federal regulations."
Senator Ted Kennedy, in defending trucking deregulation in 1978.
