So the natural assumption is this will increase the volume of storage for
clients, which increases the cost of storage, so unless someone consciously
does something, their costs will start rising?

Isn't it typical that if a 'service provider' institutes a change (on their
end) the practice is to NOT change the game state the customer works in
without them opting IN for a change that increases cost, instead of for
them to opt OUT???
