I recollect from a previous job in a municipal government that our office, Planning, had one of the Ulrich Pinfile cabinets (second down on the linked page) that we used to store tax assessment base maps along with the zoning overlays.  The maps were on mylar and had a stick-on that had about 6 one inch diameter holes through which the pins when and thus held the sheets vertically in the cabinet - no pinching.
