I agree with Jesse. I've also seen non-government organizations take a role-based approach to email retention. Is it ideal? No. Is it better than what was done before? Of course; it's at least a step in the right direction.

The attempt to place the responsibility of email classification and retention on the end user has failed. The burden is too great; there's simply too much mail.

Personally, I'm hoping for great things once we get comfortable with technology-assisted email management. Microsoft's recent acquisition of Equivio, a predictive coding company, leads me to believe this will eventually become the norm.
