I was wondering if you could point me to a good reference or contact 
regarding what records must be kept in paper format with a seal vs those 
that can be imaged and then the electronic record be used as the document 
of record in regards to engineering records in the state of Texas.  I know 
many of these requirements vary state by state.  I have asked TSLAC and 
gotten nowhere and we are asking our legal department to create an opinion 
but they are not sure where to being research.  Any assistance is 
appreciated.

Another resource you might tap is the AIA - local chapter or maybe main 
website -- probably won't have the answer but may be able to lead you to 
it. When you say "must be kept", ask yourself: as required by whom? Check 
with the local and state government agencies that must review construction 
documents for permitting and see what their requirements are. In the 
courts, rules of evidence usually accept a copy.
