Text messages are not public records, Omaha City Attorney Paul Kratz said
in a letter dated Tuesday.
Kratz was responding to a World-Herald request for city-related text
messages to or from the mayor and City Council members

Kratz cited a Supreme Court opinion called Evertson v. City of Kimball and
argued that the city officials’ text messages don't apply to to the test
that came from that decision.
