And since some of these Departments are so large and have multiple Administrations/Agencies within them, and where the central, or Department-level RM program, may have little contact with, or major dealings with, the Agency/Administrations RM programs, the Department-level may report some level of "progress", meanwhile the [you fill in the blank with a number] the other sub-parts of the Department may be in a very different situation!
