I am sure Mr. Medina will comment on this.  I am not surprised that
agencies won't meet the deadline.  One could say the goal is laudable
but the resources necessary to achieve it along with urgency within
the Federal Government probably weren't there.  What caught my eye is
that NARA is meeting with agencies to determine what success means.
This should have been determine at the beginning not when the deadline
is looming - it becomes a moving target.
