Any/All 'triggered' or 'event driven' retention periods are a PITA to manage and implement.  It's much more logical to determine the maximum potential period, then set it there.

Granted, it DOES result in some records being retained longer than they have value (like I9s of <1year workers) but it limits the effort for disposition.  

Similarly ludicrous are the new 'proposed' retention periods in the GRS under revision/rewrite. 

"Temporary- destroy when business use ceases"

"Temporary- destroy 6 yrs after final payment or cancellation, BUT LONGER RETENTION IS AUTHORIZED if required for business use"

EVERY DISPOSITION period now includes that wishy-washy language "...but longer retention is authorized if required for business use."

This makes things so subjective that no one can challenge the application of a retention period, providing you meet the minimum. 

And the most ludicrous one yet, related to email, of course...

"Temporary- delete when BETWEEN 3 and 7 years old, but longer retention is authorized if required for business use."

Cmon people, THINK FOR A MINUTE.
