Years ago (decades, actually) I was involved in the beginnings of
Allegheny County's (Pittsburgh) RM program. Unfortunately, not a lot about
electronic records at that time, but I'll help if I can.
You no doubt have engaged Kentucky's State Archives' Local Gov't Records
Services Division for guidance in your efforts:
