Salt Lake City — (KUTV) The office of the Utah Legislative Auditor General
said the Utah Board of Pardons and Parole has no criteria for making
decisions about inmates.

The recent audit also found that the Board of Pardons and Parole still
hand-writes reports and keep and other inmate records in paper files.
Auditors found that this keeps the board from collecting important data and
tracking the impact of its decisions.

"It was surprising," said Kade Minchey, audit manager of the fact that the
five board members were not aware of how their collective decisions were
impacting inmates over time.

"The problems of our economy have occurred not as an outgrowth of
laissez-faire, unbridled competition.
They have occurred under the guidance of federal agencies, and under the
umbrella of federal regulations."
Senator Ted Kennedy, in defending trucking deregulation in 1978.
