Both the archive and the inbox. If a person is identified as potentially having emails subject to a legal matter all existing emails in their inbox and in their archive are preserved and from that point on all new emails are captured before they hit the inbox. Users can continue to move or delete emails so what they see is the same, but all emails are preserved behind the scenes. All they are doing is moving or deleting their own shortcut.
