Happy Chinese New Year (Year of the Monkey) wishes to my esteemed & learned RIM colleagues around the globe. 

We are in the process of  converting from paper / microform to electronic.  We would like to draw from  those who  have gone down this road.  We need to review and formulate monetary costs to help to recover some (if not all) the costs acceptable and allowed.  What factors have been included successfully to incorporate into the costs for charging the public?  This is for the State of California public records requests.  Can my learned colleagues please assist with this urgent assistance?  Many thanks in advance. Kind wishes
