Hi Brett, I'm a big fan of Microsoft Access and think it might work for you in this kind of situation. If you have MS Office then there won't be anything else to buy, and you can do some fairly sophisticated things will it. 

And, depending on the new system you end up with, you may be able to upload the Access data into it. It can be pretty slick if you are skilled with developing InfoPath forms and then running it all within SharePoint.
