Agreed. Inmate records have been used by criminal justice historians and others investigating a variety of important areas of research, such as gender and racial sentencing and treatment disparities. The access issues can definitely be a challenge.

I rarely comment but would like to say that these types of files are a wealth of information for historical research into a variety of subjects.
We have Juvenile Probation case files (1914 - 1967) in the Harris County Archives that have proven to be valuable on a number of levels. During processing under an NHPRC grant, we were able to establish a protocol with the Juvenile District Courts for access. In addition to genealogists, we have had direct descendants, academics (from as far away as Northwestern, Harvard, Rutgers), and an investigator on a death penalty case. We have learned about the county's response to social problems since the juvenile records document families and their living situations.
All too often these records are destroyed because access is severely limited -- which is why we have had researchers from around the country. A 75 year rule in Texas would open the state records to researchers. Paul Scott and the TSHA will be working once again to try to get it passed. Maybe the third time will be the charm.
