On one hand, state law doesn't allow Gov. Terry McAuliffe to keep from the
public a list of felons whose voting rights he has restored, according to
attorneys from the state's Freedom of Information Council.

On the other hand, it does. But only if that list actually exists — a
detail in question as the council's legal staff opined this week on an
issue that has frustrated journalists, Republicans and open government
advocates since April.
