I don't have specific interview tips, other than prepare yourself about the local government context and environment. State laws govern -- define what records are, set what oversight the State archives function has and the other legal context. I suggest you start with information on the NAGARA (National Association of Government Archives and Records Administrators) website at www.nagara.org and links to states and localities there.
States vary greatly in the level of oversight and support for local government RM, both on the books and in reality. Here is Kansas the support on the ground has been cut to nearly nothing over the past 20 years, due to continual budget cuts, despite what statutes seem to say. So, be aware that law and reality may be incongruent.
