Hello All,
	May I way in from across the Pacific.  I agree with Lee below.  This the usual way we do it here in Australia.  Policy is a small (2-3 page) document delegating records management responsibilities to roles and procedures.  Then the Procedures Manual is a  separate larger document with the details.  Just food for thought.

I'm doing the exact same thing for my organization right now. The approach I'm taking is to write an Information Governance Framework outline that includes a Records Governance Policy and a separate Records Management Manual.  The Policy document that I'm drafting will contain standard high-level policy elements, e.g., Policy Statement, Records Ownership Statement, Scope, Key Principles, Definitions, Roles & Responsibilities, etc. The Manual will be a processes and procedures training tool for the Departmental Liaisons (same as DRCs), and it will include standard topics such as Retention & Disposition, Confidential Destruction, Taxonomy, Electronic Records File Plans, Naming Standards & Version Control, Inactive Paper Record Storage, Vital Records Identification, etc.
