ARCHIVES & RECORDS MANAGEMENT SPECIALIST 3, SG-23

Location:  Poughkeepsie, NY     Salary:  $55,928*

The New York State Archives is seeking to fill the position of Archives
and Records Management Specialist 3 in the Records Advisory Services
Unit to direct the Region 9 Office in Poughkeepsie and coordinate State
Archives activities and services in Dutchess, Orange, Putnam, Rockland,
and Westchester Counties. Duties of the position include the following:
Provide direct advice and assistance, through on-site visits, telephone,
correspondence, e-mail, and other means, to local governments and state
agencies on a wide range of archives and records management topics,
including, records retention, inventory, storage, preservation, access,
and information technology; deliver training via State Archives
workshops and at meetings of local and state government associations;
promote the development of effective government archives and records
management programs in the region by presenting workshops, encouraging
the submission of grant applications, monitoring grant-funded projects,
and referring customers to other State Archives staff as needed;
participate in teams to develop workshops, publications, and other
archives and records management products and services; coordinate the
activities of a Regional Advisory Committee consisting of
representatives of customers groups from throughout the region.
Supervise one full-time support staff.

MINIMUM QUALIFICATIONS: For a permanent appointment, candidates must be
reachable on the Archives and Records Management Specialist 3 eligible
list, OR be eligible for a transfer under Section 52.6 of the Civil
Service Law. In the event that the list is exhausted, a provisional
appointment may be made pending a Civil Service examination. To be
eligible for a provisional appointment, candidates must have a
master's degree in history, government, business or public
administration, political science, American studies, library science,
information science, or archival administration, AND have four years of
experience in which the preponderance of duties involve: A) analyzing or
appraising records and information systems to develop recordkeeping
and/or records retention plans for an institution, governmental body, or
corporation; B) providing education, training, grant-in-aid, or direct
technical assistance services in records management and/or archives
administration; C) developing or implementing guidelines, standards,
policies and procedures concerning records management and/or archives
administration; D) evaluating available information technology to
support recordkeeping needs and requirements of an institution,
governmental body, or corporation; E) acquiring, controlling,
preserving, making available, or promoting the use of archival records.
At least two years of this experience must have included direct
supervision of professional staff or responsibility for administration
of a program.

*Leads to a maximum salary of $68,866 based on annual performance
advances.

CONDITIONS OF EMPLOYMENT: Candidates must have a valid driver's
license and the use of an automobile for near-constant work-related
travel throughout the region and sometimes in other areas of New York
State.
