Karen -- I work for a record management firm in California and we have
helped our clients with this problem in two different ways.

1.  Client sends loose sheets to us for drop-filing into the files we
have in storage.  By 'drop-filing', I mean we place the loose sheet in
the file but do not file it in order with the other papers and do not
prong it into the file.
2. Client sends loose sheets to us to inventory each individual sheet .
When the client requests a file, we pull the file number up on our
tracking system and can see both the file and any inventoried loose
sheets.  We pull the file and the loose sheets and return all of it to
the client.

Subject: [RM] offsiteboxes/ sheet filing

Does anyone have any suggestions for loose sheet filing for files that
are at an offsite storage facility.  It's impossible for us to call back
every box just to place the filing into the proper place.  At the moment
we have the filing sitting on the shelf and we check our shelves every
time a box is pulled back, but that doesn't seem to help much.
