I'm not sure that you'll find a shredder as such. What you probably
want is a device that you lock the power cord into, then it meters out
the power when you put in a token. 

There is this device http://www.playlimit.com/index.htm that traps the
video signal from video games, so I suspect there are similar items
available for powerlines.

You might want to have the folks who provide the public use library
copiers or dorm washing machines see if they have anything from their
suppliers.
