This was written into the law. I wonder when it changed. For all the
arguments proposed against a national ID card by the left, right and
center I have yet to see any argument or discussion from those groups
calling for the rescission of the SSN as a national ID. And if you
don't think that it is being used as a national ID then ask yourself
why there is a push to have parents apply for a SSN for a newborn.

the SSA website the IRS requires that every child have a SSN if you
are going to claim them as a deduction

Hopefully the heightened awareness about identity theft and the role
played by the SSN will cause legislators and government officials to
rethink how the SSN is collected and used.
