annually the AP conducts FOIA audits in selected states. one of the
items they always report on is government officials asking why someone
wants to see a particular record, usually this is found with law
enforcement agencies.

This is a classic example of what happens when folks rush headlong
into the adoption of a technology without conducting a valid risk
assessment. Prior to the adoption of scanning and electronic access to
the records folks had to go down to the courthouse, request the
books/records, page through them spending hours looking for the
information. What thief would take the time to go do that sort of
work. the folks who used the records were real estate, law and
genealogists. The adoption of technology without fully thinking
through the implications basically opened the bank vault door and
removed the bank guards
