For two of the items Suzanne lists, an in-house RM would be useful.
However, she also listed two distinct gap analyses.  I believe a gap
analysis is best done by "outsiders" to the processes and to the
organization.  The old "can't see the forest for the trees" is
especially true when looking at one's own processes. I have found when
doing in-house business process charting, that most folks I talk to
leave out essential pieces of the picture because they assume I already
know it.  After all, I've worked here for almost 15 years and everyone
knows me - I should know what they do.  When an outside consultant does
the same type of work, this assumption is not made and the consultant
gets the data the first time through.  Also, it is human nature to
"assume" one knows what one is familiar with, and, as a result, one does
not completely or thoroughly research an in-house process.
