Hi Kelly, 

That was actually my point, not Larry's. And I believe that the RRS does
need to be declared as a record and managed accordingly. I'm a bit surprised
that yours would change that regularly; it might make more sense in your
particular environment to set a baseline period every quarter/six
months/year and manage that record. Alternatively, you might want to consult
with your local ARMA folks or this list and determine whether there's a
better approach to how you're managing your RRS.
