Some other things to consider.
Is this a law ? If so is 21 years the longest period for states you do
business in. If you only have 1 store in the longest pull state you might
go shorter based on % of claims by state retention
Does the law differ between minors/adults - If so do you seperate the
claims. Maybe keep claims based on the shorter period and assume the
risk.
Is there a statute of limitation on suing for claims like this. Could
go with this period.
You imply that these are all physical records. Can you scan with a field
on the new form being DOB and OCR'd. This would set you up for
electronic destruction based on a trigger event. You can then say all old
records are 21 years and show a new process after drawing a line in the
sand.
How many of these come into the archive each year in paper? Can you
seperate by state and use the local requirements.
