Definitely SHOULD be placed under the IT group if you have the opportunity
to do so. It is a clear advantage when it comes to implementing an
electronic records program and any subsequent initiatives. Especially if the
program head reports to the CIO. Having said that, as long as the program
has good support from the C level executives it may not matter where the
program is placed.
