I have had experience reporting to IT and to legal.  I concur there is
no nirvana.   In every organization, there are variances in clout and
for sure, RM wants to be aligned with the people who have the clout (and
money, because you can't achieve success in managing ANY records without
resources).

There are upsides to IT - the close working relationships with the
techies helps provide dialog which facilitates finding solutions that
work and of course, IT stands to benefit if erecords are effectively
managed.  However, as others have said, sometimes IT is viewed as a
"service" function and if there is no leadership there, it does not
serve RM well.

Upsides to Legal.  They understand the importance of RM and having good
processes.  Increasingly because of the new Federal Rules, they
understand the importance of managing ALL records and they know the
stakes for not doing so.  However, some lawyers tend to be packrats and
don't like to dispose.

No matter where you report, you need strong working relationships across
the organization.
