Not only is it a privacy breech, but the only way some people can make money
in those countries is to go through, page by page, the material that is
being recycled.  They then sell any information that can be sold.  This can
be corporate secrets, personal information or what have you.  It makes no
difference to them.  It is just a way to feed their family.
