I asked the other Analyst here with me what he thought about this and he
wrote back:  


When I was working in Toronto, the firm there that was doing shredding
for my company had something that they called Bankers Shredding.  For an
extra fee (although not double) they would run your paper thru twice...
You ended up with confetti.  The machine that did the shredding was
huge.  You could drop your truck into it...the conveyor belt running up
to the machine also had a magnet that sucked the clips and other metal
out of the paper and onto the walls of the conveyor.


I think that's a great thing...to shred it twice...I'd like to see
ChurchStreet Technology put THAT back together...might take them a bit
longer...

The risk is there, yes.  If the contract with the vendor doesn't specify
how the material is to be dispositioned, then it's not a breach of the
agreement; the breach would be on the entity that provided the private
data and didn't adequately control its subsequent treatment.  Yes, it's
a big (potential) ouch.

No, it's not a safe assumption.  Some suppliers bundle the paper and
sell it to overseas companies so they can recycle it.

Our firm is reviewing our recycling practices.  We use a couple of
different shredding vendors who assure us they recycle the paper they
shred.  Is it safe to assume all the major shredding vendors recycle
what they shred, assuming the paper is of standard quality?
