I think we are confusing the purpose of "big buckets" for retention of electronic record objects with the metadata used to organize and retrieve the information for business purposes.  To continue the supermarket analogy we normally don't organize food by its shelf life (Do not purchase after...).  Before anyone implements any kind of ESI management system you need to decide on a set of standard metadata that includes not only retention period but all the other metadata that identifies the content.  Otherwise you are going to be lost during an E-discovery no matter how many buckets you have.
