Sandra,
Your question sparked quite a discussion. To repond to your original question, yes, US GAO is using "Bucket Theory" to manage the retention of their federal records. Carol Brock, CRM gave a presentation to the Northern Virginia Chapter of ARMA on Feb. 16, 2005, while they were still in the pilot phase. Here a link to her presentation, which contains contact information. http://www.armamar.org/nova/Downloads/ARMA%20NOVA%202005-02%20Meeting.ppt
She and Cheryl Smith, CRM are sheduled to give an updated presentation to NCC-AIIM in Jan. 2007. Check NCC-AIIM at http://www.nccaiim.org/
Cohasset's 2007 ERM Survey shows that 64% of respondents believe that the "big bucket approach" is the best way to meet the challenge of classifying large daily volumes of electronic records. http://www.merresource.com/downloadWhitepaper.htm?fileId=1

George D. Darnell, CRM
Senior Systems Engineer, SAIC
