I would go with the assessment for management's approval, which
ultimately result in having to do an inventory which will then be
justified by the assessment.

Tod, you are correct in expounding on the description -- I meant a
Records Management Program Assessment vs. a Records Inventory.  

I feel it is necessary to do both, but am getting some pushback, so I
need to clearly state the difference and why they are both important (or
critical).
