It certainly speaks of a failure of internal controls. I always try to be 
hopeful, thinking the US government is on the leading edge of most things, 
but am frequently disappointed to find that it's usually on the bleeding 
edge. This is yet another disappointment.

Instead, this was career State Department employees just, y'know, looking 
at
the info in the files for their own purposes, just as there were employees
with me when I was in government that would look through the traffic 
tickets
to see if anyone famous had gotten a ticket (and those of you in 
government
probably know people who do/have done that too). It speaks to a failure of
internal controls (or lack of them altogether).
