Just wanted to add some ideas for your solution as well- 
We use a combination of DQL statements and saved searches for those of
you who are Documentum users.  We're getting around not having the
Retention Manager bolt-on by doing this until next year or so.  

As a matter of fact, I just had one made for me a few minutes ago!

I agree with Peter.  We just recently adjusted our retention schedule to
eliminate all ACT + retention periods for the same reason you are now
having this dilemma.  In our case, we choose what would be the longest
retention period possible.  For instance we had a rentals category with
7 
ACT+.  We talked to our rentals staff, found out that the longest rental
term would be 25 years and set the retention at 32 years.  I know this
is not perfect, but it solved a problem at our end.  We found that staff
were not letting us know when the trigger was to start.  We may end up
keeping some records longer than expected but we now have a definitive
timeframe set.
