I have been reading the FCC Regs, Title 47 of the CFR's, and have found
records requirements for "Common Carriers." However, I cannot find
anything in the regs that says what a Common Carrier is. Is it a phone
company only? Or does it also apply to radio stations and television
stations. Generally in a CFR there is a section for "Definitions," but I
can find no such definition in Title 47 for "Common Carrier." 

I did a Google search on Common Carrier, but most of the definitions
discuss transportation-related entities.

Does anyone on the list know if TV and radio stations are included in
the term Common Carriers?
