The adec.edu site's definition includes the sentence "As a rule, common
carriers are not permitted to control content." Which answers my
question.

well of course an FCC website would be limited to telecommunications
companies
here is a google search with mulitple definitions, but generally it
refers to an organization that is transporting something either a
physical item
(trucking) or electrons (telecommunications)
