Well... since Gary was referring to FCC regs it would seem pertinent
that  one go with how the FCC defines their use of the phrase "common
carrier" and how it is apparently limited to telephone companies NOT
TV/radio broadcasters or telecommunications in general.

well of course an FCC website would be limited to telecommunications
