The higher the speeds at time of an accident the greater the fatality rate so slower traffic in the northeast means fewer deaths.  Similarly, the narrow, windy, poorly marked highways lead to greater attentiveness, paradoxically making them safer than wide, straight highways where drivers tend to zone out.  Finally, the density of big cities in the northeast generally means a lot of hospitals close by so accident victims get medical attention sooner, and thus more likely to survive.
