Documentalist, Caribbean Tourist Organization (CTO)

Barbados

1. Background
*

The Caribbean Tourism Organization (CTO) was established in 1989 with the
merger of the Caribbean Tourism Association and the Caribbean Tourism
Research and Development Centre. The CTO's main objective is the development
of sustainable tourism for the economic and social benefit of the Caribbean
people. The CTO's headquarters is in Barbados with marketing offices in New
York, London and Canada. The organization comprises 32 member countries
including English, French, Spanish and Dutch-speaking Caribbean nations and
territories, in addition to private sector allied members comprising of the
Caribbean Hotel Association, airlines, cruise lines, travel agents, credit
card companies and other companies providing products and services to the
Caribbean tourism sector. Since tourism is one of the regions key services
sectors, there is a need for improved coordination among countries and real
time tourism information and intelligence that would encourage growth and
enhance the sustainability of the industry for small states.

However, at country and regional levels important tourism data is not
readily available. To resolve this situation CTO needs to improve and
modernize its Documentation Centre through the computerization of all
library systems and the development of an integrated network of national,
regional and international databases so as to compete in the global tourism
industry and meet data the needs of its stakeholders.

To assist and facilitate this activity approval has been given to a request
for CFTC funded support through the provision of a technical expert for a
period of six months. The main goal of this activity will be to expand the
Caribbean Tourism Organization's role as the regional tourism information
centre that will enhance information exchange between member states, the
World Tourism Organization (WTO), regional and national agencies, public and
private organizations as well as strengthen its own institution.

2. Scope of work:

1) *Provide technical support in the construction of CTO Documentation
Centre's databases and information systems, which will including catalogue
database, circulation control, ordering and acquisitions, multi-media
database (video, audio, photograph) and other facilities for facilities for
standard report generation*.
*

*2) *Provide technical advice and assist in developing the document
management systems to store documents in electronic form and provide
appropriate retrieval mechanisms so that individual documents and sets of
documents on specific topics can be retrieved and delivered to remote users.
*

3) *Assist in the developing and establishment of web-enabled databases and
design userfriendly interfaces to facilitate Boolean logic operators for
conducting searches.
*

4) *Provide training to the Library Officer in technical operations and
maintenance procedures during/after the implementation of various
information systems.
*

5) *Provide technical advice to CTO member countries with respect to their
own resource/documentation centres within Ministries responsible for
Tourism.
*

3. Duration:
*

The project is to be implemented over a period of six months subject to
satisfactory progress.
*

4. Reporting:
*

The consultant will be required to submit:
*

a) *Work plan by the end of the second week of the assignment;
*

b) *Monthly progress reports;
*

c) *Final report at the end / upon conclusion of the assignment.

All reporting requirements should be prepared in consultation with the
Director of the Information Management and Research Department at CTO or an
assigned representative and copied to the Governance and Institutional
Development Division of the Commonwealth Secretariat.

5. Qualifications and experience:
*

• A first degree in Library Science or Information Management from an
accredited college or university;

• Can provide leadership in the creation, implementation and assessment of
digital library projects and programmes;

• Minimum of 10 years progressive responsibility in library technical
services work;

Knowledge of contemporary bibliographic-maintenance standards and practices,
including Anglo-American cataloguing rules, UDC Classification, and
considerable ability to develop OCLC/MARC record databases for various
multi-media;

􀂃 Skilled in use of document management applications towards electronic
publishing (Intranet and Internet technology);

􀂃 Experience in the development of system-wide policies and procedures to
develop and promote information services to users;

􀂃 Skilled in the use of mainframe computer systems to network with various
software applications;

􀂃 Ability to train library staff in specialized technical functions to
support the library systems;

􀂃 Effective interpersonal, oral and written communication skills;

􀂃 Experience working in a bi-lingual or multi-lingual library/information
centre environment would be an asset;

• Able to work as part of a team;

• Adaptable to change and able to work with limited resources.
