We've used MS Access for indices to scanned images. It is possible to
enter the data into the database and then enter a hyperlink to the
image/video/brochure for viewing.

Rachel, assuming you are planning what amounts to a catalog--as opposed
to a system which stores the video and other electronic content--you
might consider, at the low-cost end, using Microsoft Access and more
specifically one of the free templates. At the higher-cost end, look to
library catalog software.
