And who is the contractor responsible for implementing NARA's ERA Project
that is also experiencing delay after delay after delay?

As mentioned in a prior post, the FBI Case File system is a classic case in
failure to perform a functional needs assessment and allowing a Contractor
to get away with EVERYTHING being identified as "scope creep".  bit.ly/15KRWv

The last line in the story is a classic... 

"According to the report, users have begun to complain about Sentinel's
performance. However, those complaints are likely to diminish as the FBI's
network infrastructure goes through its own upgrade"

WHAT???  No one understood the need to upgrade the infrastructure to
implement a system with the capabilities of this prior to beginning the
project?
