Arhiving is the preferred disposal method for permanent records. The disposal of records to an archives may occur at anytime in a records lifecycle. Personally I prefer that it happen as soon after creation as possible. This reduces the likelihood of damage or corruption occurring to the record (no I am  not saying that it is more important than the business process, it may be but I am not saying it). The less a record is handled the lower the cost of maintaining it forever.
