At the risk of a major debate about methods to expunge records on microform, I should point out that my comment about a "well-aimed hole punch" was only partially facetious. I'm not sure that the distilled water and Exacto method is any more effective or safe. The proper approach would be to cut and resplice the film (assuming it is roll film), but I would expect that is a lost art for many organizations. Any method is difficult and carries a high risk of "deleting" the wrong image. But I recall having these conversations numerous times with police departments that had microfilmed old case files. This was almost 25 years ago, btw. For many of them, they didn't touch the film, but kept a file of expungements to review before doing any criminal history look ups. That seemed to be a very risky process as well. Kind of poor form to certify expungement to a judge, but never really get rid of the record.


There was one PD that actually did expunge records using a hole punch. I would not have wanted to run that reel at high speed through a reader.
