I know this isn't specific to your question about how to do an RFP, but you 
might find out if your college is eligible to use State Contracts for document 
shredding (and other) services. 

I work for a local government in Washington, and we use the State contract 
for shredding services. The contracts last several years and are vetted by the 
Washington State General Administration (soon to be some new combined 
agency). It's very simple for us as there is no separate contracting process; 
we just jump on board with the existing State contract. Prior to making this 
decision, we contacted several shredding services and found the State-
approved contractor also offered the best rate. 

The simplicity of 'pay per service' versus a long-term contract, plus the 
competitive pricing, made it very easy to get approval and switch contractors.

I did a quick search and found the Massachusetts state contracting service:
